The reason pawns can move 2 spaces at the start is because the game is simply needlessly slow at the outset otherwise. What's so special about the immediate next move of the two-square advance that we require the capture to be made in that move or not to be made at all? Wouldn't the logical conclusion of the (very sensible) en passant rule be to allow capture whenever one wants? What if there is a critical in-between move that needs to be played prior to capturing with en passant? Or what if the two-square advance comes with a discovered check, making the en passant capture impossible? That surely sounds unfair, to me at least. And then, if the capture doesn't happen, he can just leave his pawn there without fear of a capture.
